70TH PRECINCT COMMUNITY COUNCIL MEETING MINUTES OF OCTOBER 29, 2025

Meeting commenced with opening words from our President Mr. Ed Powell. The Pledge of Allegiance was said.
Opening Prayer was done by Secretary Florencia Chang-Ageda.
ANNOUNCEMENTS
It was announced that Rabbi Alvin Kass NYPD Chaplain for almost 60 years passed.
Bob Moscowitz announced that Flatbush Shomrim Initiative was successful in saving 97 cars from being burglarized or stolen because they were left opened in Sector Adam from Bedford and Nostrand and along Avenues I to P.
SPEAKERS
District Manager Shawn Campbell of Community Board 14 acknowledged the passing of Rabbi Kass and urged us to rededicate ourselves to our community in honoring the memories of those who have served our community. She reminded everyone about the Board’s reception which would be the next evening.
Imam Ahmed Aku asked for a moment of silence in remembrance of Rabbi Kass. He said Rabbi Kass was a reminder that we should be united around the globe and urged us to work together and unite and stand together under the flag of the United States of America. He prayed blessings upon everyone.
Emily Jouchim from Assemblymember Rodneyse Bichotte-Hermely’s Office thanked the 70 for being at the Domestic Violence Event. She also notified everyone about the Assemblymember’s Turkey Giveaway on November 15, 2025.
Debra DiCicco of Midwood Park Property Owners Association notified the council that they are raising funds to replace a sconce on East 17 and Foster, that was knocked down by a truck. She also invited Shawn Campbell and Det. Nuzzi to their board meeting on 11/18/2025. In addition, there will be the 2nd annual holiday party at her house on December 8, 2025 from 2-6pm.
Brian Grady from Councilmember Rita Joseph’s Office welcomed D.I. Wernersbach. He listed a number of events: story time at the Cortelyou Library Branch, a community Baby Shower and a , Roundtable for CBO with the Mayor’s Office for Not-for-Profit Services. There will also be a Thanksgiving luncheon in partnership with Flatbush Alliance and Kings Theatre that will be held in the theatre’s lobby on Tuesday, Nov. 25, 2025 in the afternoon.
President Powell acknowledged Kenan Taskent, 61st Precinct Clergy Liaison.
Commander Yolanda Freeman of Traffic attended the precinct council meeting for the first time. She greeted everyone and gave a brief description of her duties.
Sean Gurl from Assemblymember Rober Carroll’s Office notified us that on November 12, 2025 there would be a Mammogram bus from 9am to 4pm. The Dept. of Buildings would be there on site that day as well.
President Powell acknowledged Mr. Walter McQueen, President of the 21st Street Block Association.
Nancy Lulu from Brooklyn DA’s Office brought greeting on behalf of DA Gonzales. She extended condolences to Rabbi Kass’ family. She also reminded us that public safety is a shared responsibility and a shared commitment.
Sabrina DeJuste Director of Constituent Services from Councilmember Farah Louis’ Office notified the council that there are food pantries that the council has funded that residents can have access to during the government shutdown. She also spoke about the reimbursement after you have purchased the mandated garbage can.
President Powell acknowledged Pastor Beaulieu, the 70th Precinct Clergy Liaison.
COMMANDING OFFICER’S REPORT
Deputy Inspector Wernerbach briefly introduced himself since it was his second precinct community council meeting. He then, with the assistance of translator Officer Awadallah from 60th Precinct, the CO awarded the Civilian Community Award to Said Ibragimov who fought off robber. Although the perp fled, he left behind evidence and he is now apprehended.
CHIEF RICHARD TAYLOR spoke highly about D.I. Wernersbach. He said that our CO is a great leader, who is dedicated and is a hard worker.
OFFICERS OF THE MONTH OF SEPTEMBER
P.O. Chowdury and P.O. Lopez rescued a female that was hanging from a fire escape from falling to her death.
CRIME STATS
70th Precinct is down overall in crime by 9%.
Felony Assault down 32%.
GLA down by 36%.
Rape 2
Burglary is down 75%.
Robbery is up 64% as a result of kids being back in school. More officers will be place at the junction. Also, they have instructed McDonalds to not allow anyone under 18 in the store unless accompanied by an adult.
DI Wernersbach reported that he has received positive feedback about the Q TEAM which has replaced the NCO program. He explained that they respond to the 311 complaints that deal with illegal parking and crime problems that affect people’s day to day life.
He acknowledged Bob for being part of the solution that contributed to car breaks being down.
He warned that scams are up in the form of emails and IRS, dating online.
He also put us on alert of chatter for a call for looting on November 1, and a school bus strike on November 3, 2025.
QUESTIONS
Mr. McQueen asked if the community council meetings can be shuffled to other areas as well. He also reported that his catalytic converter was stolen.
Someone asked what can be done for frequent fights.
Nathan Thompson Prospect Park South Association spoke about the Halloween gathering at Albermarle and Argyle Road on Oct. 31st.
Dovi brought a cake to celebrate DI Wernersbach. He acknowledged Louie Liu from the Asian Community. There was also a cake to celebrate Det. Michael Joseph’s promotion.
President Powell announced that food, desserts and refreshments were provided by Dovi Zeitlin, Raja Azad, Zafar Iqbal and Aziz the Secretary of the Pakistani Council, to be consumed after the meeting ended.
The meeting adjourned at 8:38pm
