The regular monthly meeting of the 70th Precinct Community Council was called to order.  PCC President Ed Powell greeted all and invited everyone to join him in the recitation of the Pledge of Allegiance.  

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above). 


1 Rabbi Perlstein has a few words
     He complemented the Precinct workers for saying "what can I do for you."  


2. Jake Gold from City Councilmember Jumaane Williams office.
     Mr. Gold announced an event put on by Ditmas Civic would be happening with the Councilmember's support called "Unity Night."  Tuesday Oct 15th is the first one in Williams district and he is excited to partner on this project designed to let immigrants know they are "as American as anyone else."



3.  Margarita Canina from the District Attorneys Office
        Margarita is a counselor for crime victims in the DA's office and wanted to put the word out to for victims to reach out to her.


 4. Ramona Cabreja from Councilmember Eugene's Office 
   As usual had nothing to say about her boss's activities.  No message of any kind.


5.  Dave Kinser from Councilmember Greenfeild's office
      The Councilmember is conducting a drive for Hurricane relief particularly for Puerto Rico.  4424 16th Avenue to drop off donations.




6.  Ed speaks on the 70th pct  "Night out against crime"
    Ed explained that this years had almost 800 people turn out and that is was a record success.  He wanted to acknowledge the Communuity Affairs team.  




9.) Minster Williams.
    Announced the official creation of the 70th precinct interfaith council.  This differs, he explained from the "clergy liaisons" as the clergy liaisons are appointed by 1 police plaza and commissioned to handle their roles.   He explained they become "default" members of the Clergy Council. The Interfaith Council will focus on gang issues.  They have a "God Squad" that goes out for shootings.  But he also explained they will interface with the business community as well.  Pastor Thornton will be the first vice president.  Their next meeting will be on Oct 18th.  


      
       
10.) Rona Taylor for Assemblymember Rodynese Bichotte
   Two quick announcements.  They did finally move after months of delays.  They are now at 1312 Flatbush /Foster.  She also wanted to thank the NCO officers, for having had a great "building the block meeting."

11.) CO Palumbo makes announcements
      The CO had a couple of announcements before getting to the stats.  He first seconded the thought that this was the best "National Night Out" since he has been attending them.
The first Deputy Commissioner attended and was amazed at the turn out.  Particularly the youth attendance was noted.  
      He broke it to us that Captain Megan OMalley has been promoted after only 8 months to her own Commanding position.   "She got exactly what she deserved" the CO explained.   He introduced a new Lt. Buvioua, about whom he have received a lot of great feedback so far.  
      Jounvert was a great weekend without a single shooting.  This was a welcome change from the last couple of years.  He credited the PCC and the Clergy liaisons for helping set the tone.  
      The CO mentioned that October is both Breast Cancer Awareness Month and Domestic Violence Month and that they will be doing community outreach regarding both.  Oct 16th and 29th will have outreach groups  on Domestic Voilence in Newkirk Plaza and the Parade Grounds to talk about your rights and where you can get help.  
      Safe Horizon has not started working in the precinct.  If you don't feel comfortable talking to an NYPD officer, you can contact the Precinct and be connected with an independent member of Safe Horizon.
       He had a meeting with the Kings Theater to set up security for a large scale Thanksgiving giveaway and a Christmas program there are well.  


11.) CO Palumbo speaks on the Crime Statistics.
         Overall crime for the summer versus the previous summer (June 1st to Sept 1st) is down 31%.  Index crimes dropped from 387 to 268.  They cut shootings in half.  There were 4 shootings this year vs 10 the year before.    The only spike is in residential burglaries in the southern part of the district.  But he also cited Shomrins assistance in capturing a burglar responsible for 8 burglaries.   Grand Larceny Auto is also up (12 vs 6).  So while the stat is "up 100%, the numbers are still pretty small.  The common denominator is Honda Accords and Honda Elements.  These type of cars are being snatched all over the precinct.  
         He reminded us that in both cars and house burglaries, many were from cars left open and windows left unlocked.
          The CO told of a shooting on Woodruff  and East 21st st.in  which some people shooting at each other hit an elderly bystander.  The shooter has been apprehended and 
the gun recovered.  But there were other participants still being sought.

12.) CO takes questions.
      The first came from Community Activist Duane Joseph.  He had an inquiry about the management of the lighting surrounding the Jouvert event.  Some neighbors complained that the lights stay up after the event and keep them awake at night. He wanted to know what the best way to approach the NYPD to have a conversation about timing of the lighting.  He wanted to initiate a larger conversation as it spills over into other precincts.  
The CO explained that the decisions regarding timing of the light set up are made at a Borough level from 1PP.   They begin planning meetings in June and the CO will invite affected residents to participate in the mertings next June.  
       Robin Redmond from FDC just wanted to say that Det Nuzzi did a "really stand up job" on the Cortelyou Road Flatbush Frolic.  
       Lauren Collins inquired about the plans for Halloween coverage along Church Ave.  The CO explained that they look at last years numbers and base the deployment on those.
        The CO closed, reminding us of the monthly NCO meetings, the date and times of which were on fliers in the back. 
   

13.) Next meeting venue change      

Ed Powell closed the meeting reminding us that the next meeting will be at P.S. 249 on Caton Avenue at Rugby Road rather than at the regular space.

The regular monthly meeting of the 70th Precinct Community Council was called to order.  PCC President Ed Powell greeted all and invited everyone to join him in the recitation of the Pledge of Allegiance.  

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above). 


1. Assemblymember Bobby Carrol speaks
     The Assemblymember thanked the Deputy Inspector for giving a presentation to the Assembly.  He then highlighted the green energy legislation that the assembly just passed in Albany. They passed the state budget recently and he will be having a town hall on the state and city budgets.  He says if there are cuts of more that $850 Million, it will affect NYC directly.   He reminded us to drop by and said that the turnout at the 70th is bigger than any in his district.


2.  Lisa Derrick for Rodynese Bichotte 
       She came by to highlight that the state budget (153.1 Billion dollars) was just passed.  Of particular importance to her was the "Raise the age" law that prohibits teens from being tried as adults.  She also brought up that state schools will have free tuition for students whose parents make less than $125,000 a year.   She spoke of their "senior luncheon" on June 22nd.  Information will be forthcoming



3.  Ben Seigel for Councilmember David Greenfield
        Mr. Seigel wanted to thank the CO for a presentation given at a local Shul.


 4. Jake Gold for Councilmember Jumaane Williams  
    The Councilmember will be holding a "State of District" address, the first of his second term. Tuesday May 9th 5:30 to 8pm at Huddie jr High School.  They have a Prom Drive looking for donations of delicately used prom dresses or tuxedos.   DOT is doing a study and planning improvements at the busy intersection of Foster / Bedford/ and Flatbush Avenues.  Possible enhancements may include street direction alterations or street light changes.  


5.  Councilmember Matheiu Eugene in the house
      The Councilmember wanted to take the opportunity to thank each of us for serving our community. He told the us how much appreciation the police officers deserve.  Without them "the teachers could not get to school to teach."  He said the budget this year will be a lot of money.  But with so much money, we still don't do enough for the children.  So many children are disaffected youth.  He is introducing local law 708 to have the city of New York create a task force with many commissioners that provide resources to young people.  Yesterday the mayor signed it into law he explained.  He reminded us that health is a very important issue to him.  He has two great hospitals in his district.   Now Kings County is in a leadership position because he gave them the cities best technology.  He did not say exactly what technology he gave them.  But he was very proud he provided this great addition "to the medical technology."  




6.  Ed Powell appoints a nominating committee for the PCC
  Ed announced that he was appointing Mavis Theodore, Walter McQueen and Victor Ortiz to the nominating committee to determine the slate for the next PCC term.  They will announce at the May meeting and vote at the June meeting.  Anyone who attended 4 meetings over the last year is eligible to vote.   




7.) Commanding Officer Palumbo Speaks.
    The CO began by saying that while he does not like to start off on a somber note, the 70th lost another Officer this month.  Officer Dave Gueverra died on April 7th.  His mother and sister were in the group this night.  The CO thanked them for giving us Dave for over 20 years.  He was a traffic safety Officer.  The CO then asked us to take a moment of silence.  
     He announced we are behind in our "Cop of the Month" honoring.  So tonight we have 4 Officers who seem to do it all.  "I could spend an hour going over how many arrests these four have made.  They all have bright futures ahead of them in the NYPD."
      The 70th is up 5% in overall index crime for the month.  (that is this 28 days over the last 28 days)  We are equal to this time last year.  A robbery increase in the last 28 day period came from 8 Robberies taking place.  Most were food delivery robberies.  People call in a delivery and rob the delivery person.  They got a team to two guys who were doing this and hope it is over.  Grand Larceny has a 13% increase almost all of which is from ATM skimming.  Specifically the CO called out TD Bank for being popular for criminals.
A magnetic slot captures your PIN number and is collected later.  They then clone your card and use it.  The CO was frustrated by the time it was taking the banks to provide video to the the ID thieves. 
        He also noted the amount of car break-ins.  Some people are leaving laptops in cars.  He cited the help Shomrim was to helping catch some car break in thieves.  Finally, he mentioned felony assaults.  Three incidents in the last 6 weeks involved Police Officers being dragged by cars attempting to escape.  Domestic violence also rises in hot, bad weather. They have made arrests in all cases and are working on prosecutions.  
        While they are up a bit in crime, their numbers are right where they were last year.
Last years numbers were a record low.  So tying last years, is still a win.
And to date, there have been zero shootings it the 70th for the 28 day period and only one for the entire year.  
         He closed by reminding us that passing yellow school busses is a crime and will be enforced with a heavy summons.  



      
       
10.) The CO takes questions/comments from the PCC Group
        Joe from "People Power" explained that his volunteer group is receiving guidance from the ACLU in asking for a 30 minute sit-down the the CO.  He explained the 71st pct is having theirs next week.  He claimed that Commissioner ONeill had confirmed the CO's could have these meetings.  The CO responded "Now that the boss said so, it's okay" and they will make a meeting time.  He had received a list of questions he will be prepared to answer.
       A resident of Hortense Court complained about a loud party club.   The club is very loud and periodically there are shots fired.  When he leaves with his daughters for school, groups are still out there drunk.  The CO responded that he has seen "shots fired" at 859 Flatbush and responded 3 times shutting down parties and issuing summonses. They are pulling video footage on that night to find the person who fired shots.  At the last event they confiscated all booze.  The issue is the tricky way they are operating out of the 3rd floor but functioning respectfully on the first floor.  But they have filed a "nuisance" complaint and are looking to shut the place down.  
      A resident of East 15 near Ave I, explained someone was beaten badly recently and that that there had been a murder there long ago.  The CO explained that the story of the "beaten" man was complicated and actually not true.  The CO did acknowledge that there have been burglaries over there and they are looking at some recently released convicts in the area.   The resident inquired about cameras for the area.  The CO explained that NYPD cameras usually only go out for shooting incidents.  
     A woman explained that she called about shots fired at Newkirk and Foster at 11pm.  The CO said they were looking to pull video to see what they could learn.
    


11.) Eric Kumar from the District Attorneys Office
      Mr. Kumar reported back on the DA's Immigration Forum (the fifth one) the previous Sunday.   As they were preparing it on Friday, they got another request from other agencies. So they are doing yet another one on Wed May 3rd at Medgar Evers College.
5:30 to 8pm.   Mr. Kumar explained that in these Forums, they discuss the constituents concerns.  They clarify that the DA is not I.C.E. and does not confer with I.C.E.  He explained that acting DA Eric Gonzales' position is that they do not ask about immigration status.  And in the event that there is an immigration issue, they consider it in plea bargaining.  This is specifically so that a "low level offense" does not result in deportation.  They will also discuss civil rights and hate crimes.


Ed Powell closed the meeting by reminding us that the next meeting will not be on the last Wednesday but rather the second to last one which is May 24th.

The regular monthly meeting of the 70th Precinct Community Council was called to order.  PCC President Ed Powell greeted all and invited everyone to join him in the recitation of the Pledge of Allegiance.  

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above). 


1.Robert (Bobby) Carroll.
     Bobby introduced himself as the replacement for Jim Brennan as he did last meeting.  He came to highlight 3 pieces of the state budget.
1.) If the ACA is repealed, it could cost the state $3.5 billion overnight if no replacement is immediate.  This would be  15% hole in our medicaid budget
2.)  The governor tried to cut 65 million from the MTA budget.  He will be fighting to get it back.
3.) There are further proposed budget cuts of $20 million from senior centers in NYC.  This would result in 65 senior centers closing.  He asked us to reach out to his office 718 788 7221.  Call even if you are not in his district.


2.  CB14s Shawn Campbell announces Youth Conference
    CB14s 10th annual Youth Conference will be on March 14th. She has flyers in various languages and related info on the website.  Around 60 organizations represent at this event.  


3.  Lise Derrick has an announcement from Assemblymember Rodenyse Bichotte
        She announced that the State of the District Address was forced to reschedule due to a snowstorm.   The new date is Monday Feb 27th, at Brooklyn College Student Center from 6 to 8 pm.  You must RSVP.


 4. Eric Kumar from the District Attorneys office  
    Mr. Kumar announced that he had fliers for their Black History Month celebration.


5.  Jacob Gold for Councilmember Williams
     Jacob explained that City Council had passed a bill called the Commuter Van Safety Act.  It cracks down on illegal vans and arranges for more vans to get properly licensed.
He also spoke about the  immigration event which had over 200 people attend. He also explained that the office has an in house lawyer available to give advice on Mondays.




6.  Nefertiti MaCauley from Assemblymember Diana Richardsons Office
  It was Ms. MaCualeys' first Precinct Meeting.  She announced an Education Council Meeting at 400 Empire Blvd on March 2nd.  There is also a monthly meeting open to all to learn about what is going on in the community.  She was particularly focused on a merging of 5 hospitals and the effect it will have on the community. 

9.) Councilmember David Greenfield speaks.
      Councilmember Greenfieldwelcomed Megan OMalley at the new XO.  He explained that he teaches at Brooklyn Law School on Wednesday nights and usually misses these meetings.   He explained that he had been involved in helping negotiate the new PBA contract.  He also wanted to remind us that the NYPD is a friend of the immigrant community.  There will never be immigration consequences for calling the police.  He reminded us that NYPD does not work in cooperation with INS.   
       
10.) Vicki Mao from the Street Vendors Project and for Equality For Flatbush
   She explained that sometimes the complicated rules and regulations for street vendors are sometimes hard to follow.  The vending laws have not been updated in 30 years.  She explained that there have a been a lot of tickets and that she feels it can amount to harassment.  She asked us to give them the benefit of the doubt about them being well meaning with  the rules.  The CO will be having a private meeting with this group so they can talk more specifically.  
  


11.) Commander James Palumbo speaks.
       He explained that today was the Sgts exam and it is very stressful.  So he did not ask the Officers to return tonight for Cop Of The Month.  He thanked Councilmember Greenfield for his help in reinitiating the PBA contract.  This new contract resulted in some Officers who had been waiting, to retire.  One of these Officers was Mike Smith who is being replaced in Community Affairs with Detective Scott Nuzzi. 
        Crime is up slightly this year.  The increase is in robbery and burglary was minuscule, literally one extra robbery and two extra burglaries.  But that driving the rise was stolen cars, particularly Honda Accords.  They had made an arrest for Grand Larceny auto and are hoping they got the guys responsible.
        There was a domestic violence homicide that made news.  An arrest has been made and has confessed.  
         Grand Larcenies are up, specifically identity theft from ATM skimming devices.  TD Bank seems to be having much more of a problem than other banks.   Car break-ins did spike but the CO acknowledged that the Shomrim had been very helpful in catching these guys lately.  They have made 8 arrests for GLA.   Shooting incidents for the year remain at zero.  
        They had a narcotics take down of a deli, including it's proprietor.  The business has been shut down.  311 issues have spiked.  He thinks it is due to warm weather street activity.  The calls are related to quality of life issues.  The Cancun Bar is next in his sights for a shutdown.  It has been a problematic location for noise, and public urination.
        The CO then took questions and comments.  Duane Joseph told him that he over heard word on the street from "not so nice characters" that the cops were being a pain in "their behinds".  Duane wanted to thank the NYPD for that and other work they have been doing.  
         A representative from Prospect Park South called out NCO Officers Sesay and Callender for just keeping everyone happy over there.    Shawn Campbell from CB14 followed that with another compliment for the NCOs regarding their role in street vendor enforcement.  It was her sense that the NCOs are approaching the issue quite sensitively.
This included in some cases reaching out to the CB office for suggestions for alternate places the vendors could sell.   The CO used this moment to re affirm that he will be having a private meeting the vendors to clarify the rules.  
         Monique Waterman from the East 29th tenants association spoke passionately.  She had brought a group of 15 people last month with a long checklist of complaints to a previous meeting.  She was here to thank them for hitting every single one of the issues.  "Words cannot describe our gratitude".   



12.)  Ed Powell Calls out NCO Sgt Blain
        He credited the Sgt for all the NCO successes and many of the compliments of the evening.

The regular monthly meeting of the 70th Precinct Community Council was called to order.  PCC President Ed Powell greeted all and invited everyone to join him in the recitation of the Pledge of Allegiance.  

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above). 


1.Eric Kumar from the District Attorneys Office.
     Mr Kumar first asked everyone to take a moment of silence for DA  Ken Thompson
who had passed from cancer earlier this month.  He thanked the NYPD, the members of the PCC on behalf of acting DA Eric Gonzales for all the support that had poured in.
Kumar gave a brief history of who Eric Gonzales is.  He is not a politician.  He was promoted for his quiet 18 hour days and had stepped in to cover DA Thompson as he became ill.  Kumars' promise is that nothing will change.   


2.   State Assemblyman James Brennan speaks
   Jim came to say goodbye.  After years of service, he is retiring and wanted to visit as Assemblyman one more time.  He said some kind words about Ken Thompson and he wished Eric Gonzales the best of luck.  He explained that he has chosen not to run for re election, but promised to come by as a citizen.   He wanted to thank Commander Palumbo, Ed Powell and the PCC for their service.  His office has donated $1,000 to the PCC as a going away present.   
   He noted that he looked at the crime stats from 1985 and today and that there was an 85% decrease in crime during his tenure in the 70th.  He spoke to the importance of the PCC and its role in our area.  Brennan remembers stories 15 years old about how Ed and Nathan got involved so long ago.  Brennans district covers the 72nd, the 66th, the 70th and the 78th precinct. 



3.  Lauren Collins ED of the Church Avenue B.I.D. and Flatbush Ave B.I.D.
        Lauren briefly acknowledged the 70th efforts along Church Ave and mentioned that 
the food (80 burgers) was provided by Checkers.


 4. Rona Taylor on behalf of Rodenyse Bichotte  
 Announced her open house and her mental health day for which fliers were available at the back of the room.


5.  Jake Gold on behalf of CouncilMember Jumanne Williams
 Jake spoke of Council Members Williams Youth Program which happens every Saturday
until Nov 19th.  Jake also described the Participatory Budgeting program in which citizens vote on how to spend a million dollars.





6.  Shawn Cambpell from CB14
Shawn announced that at the next CB14 meeting they would be hearing a report on the proposed traffic changes to be made along Church Avenue and invited locals to join the meeting.  


9.) Police Cadets killed in Pakistan.
    Ed announced that 61 Police Cadets had been killed in a terrorist attack in Pakistan and that there would be a candle light vigil at 1089 Coney Island Avenue Friday the 28th at 2pm.  


         
      
       
10.) District Leader Jake Gold speaks on P.S. 217 CB decisions 
   The Community Board is trying to fight a decision that makes 217 selectively accessible to residents.  Many people Jake explained, have moved here to send their kids to 217 and will not take to being pushed out of the district.  He is committed to fighting the new re allocation.


11.) Commander James Polumbo presents.
      The CO introduced the Cop Of The Month award.  He chose to give it to Officers who have the less glorius job of catching DWIs.  They received a loud round of applause. It may not be a glory job, but it was appreciated in this room.   CO Palumbo expressed condolences to the DAs office and spoke of how well Ken Thompson had worked with the 70th.  
       He thanked those who turned out for a 20th anniversary of Det Dillon Stewarts death.
       The CO announced catching the package thief of late.  And he attributed it to the efforts of the Flatbush Shomrim who aquired a video tape of one of suspect.  This led the NYPD to a description allowing them to catch him.
        CO Palumbo announced the coat drive as Winter begins.  He also spoke of the Marines collecting Toys for young kids who cannot afford them.  
        October is Domestic Violence Awareness month.  He introduced his DV officers.  He explained that the 70th has one on the highest domestic violence levels in the city.  He explained that there is help out there.  He highlighted the Family Justice Center and the Domestic Violence team at the 70th.  They can help with relocation and other services.  
October is also Breast Cancer Awareness month.  The Officers raised a $1,000 for the cause.  

12.)  Crime Stats
          Compstat numbers tell us  the index crimes are down 26% this year over last.  Having said that, the CO highlighted areas that are of concern.  Specifically he cited in increase in garage break ins for bikes and other items.   Burglary is up because of the garage issue.    The use of guns and other weapons is way down in the 70th.  
           He closed by begging us to please wait until we get home before taking that phone call on our cell.   He then took questions/comments.
            A woman told everyone that her bank suggested she use a special card holder to protect her bank card from cloning theft.  Another woman cited the new police presence along Church Ave and how the street has gotten better because of it.    Nathan Thompson added his agreement that the Church Ave presence has been great.  But he brought up speeding on Albemarle Road.  He also publicly thanked his local NCOs Officers Sean Callendar and Junior Sesay for doing a great job.  
          A man asked about the ticketing at the Parade Grounds of bikers after hours and if the policy would continue.  He asked if the CO would be amenable to a change in the rules about ticketing bikers/walkers after dark.   The CO acknowledged the complexity of the issue and clarified he still needed to cover the park and protect it.  The man clarified that we could not come to the this very meeting by walking through the park.  The CO confirmed that the Officers are supposed to utilize discretion about whether they actually write a ticket or not to evening intruders.  


        
 13.)  City Councilmember Williams speaks    
                   First Councilmember Williams asked the Officers Of The Month to come back up so he could give them citations of his own.  He then added that Jake Gold had been promoted to his community liaison officially.  Williams also explained that the they are focused on where vacant properties are so they can build out to cover the housing crises.  



 14.) Ed closed the meeting
          and announced that the next meeting would be at the United Cerebral Palsey Center on Wendesday Nov 30th.

The regular monthly meeting of the 70th Precinct Community Council was called to order.  PCC President Ed Powell greeted all and invited everyone to join him in the recitation of the Pledge of Allegiance.  

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above). 


1.Simcha Felder checks in.
     The senator just dropped in to wish everyone Happy Holidays. He spent a few minutes telling us about Mike Gregorio.  Mike is a retired detective who now represent Felder at meetings.  


2.   Ed Powell thanks the participants for contributing party goods
   He specifically cited Glen Wolin for Beverly Square West and the C.E.R.T. program.
Dovie Zietlin contributed watches for Santa to give out and the majority of the food for this evenings event.  He sent a note thanking the 70th. The note specifically noted Det Scott Nuzzi, Officer Mike Smith and Det. Kim Walker, Officer Ortiz, Shawn Campbell and CO James Palumbo.  He also acknowledged Nasir Muhammad for the water.  Bob Moskowitz for the headphones donated.  Mountain Fruit of Avenue M donated food.
Cheryl Addams for donating time.  He acknowledged NYPD Auxiliary and the 70th Explorers for their work on the event tonight.  




3.  Rabbi Perlman says a few words
        The Rabbi tells us a metaphorical joke about community and police officers.  


 4. Captain Ramirez filling in for CO Palumbo  
   Ramirez began by acknowledging Cheryl Adams for organizing the Toys for Tots program.  For the 28 days in all major crimes we are down 29%.  We are down 231 crimes from last year.   10 robberies less.  21 less shootings.  "Everyone here contributed to this drop" he explained.  


5.  Cop of the month
  Captain Ramirez explained that the cop of the month saved the life of a disabled child who escaped from his school.  Officer Christian Lopez found the boy on a rooftop and rescued him.  The Senator also presented Officer Lopez with an award.  An added surprise was the the little boy and his mom were present at the meeting to see the Officer get his award.

6.  One surprise presentation
Ed Powell called Officer Mike Smith and Detective Walker to the podium.  Lisa Derrick on behalf of Rodynese Bichotte had a presentation for the two.
