The regular monthly meeting of the 70th Precinct Community Council was called to order.  PCC President Ed Powell greeted all and invited everyone to join him in the recitation of the Pledge of Allegiance.  

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above).  Ed also highlighted his happiness at being back in the UCPC space (now called Adapt Community Network).  The PCC meetings had been moved around a lot this year.  



1. Rabbi Perlstein opens.
     The Rabbi opened the meeting with an old Jewish phrase “the smaller the crowd, the bigger”.  It was a statement about how smaller groups can mean more intimacy. He was referring to the small turnout for this evening. He gave a small blessing and noted he hoped the Deputy Inspector would be an Inspector soon.   Ed concurred.


2. Commander Palumbo goes over Announcements.
     He began by reminding us that next month they continue the annual Dylan Stewart Blood Drive the day before Thanksgiving.  The event was so successful last year that they are doubling the truck presence.
     Sunday Nov 4 will be the NY Marathon.  Our precinct will not be directly affected.  But it will be complicated for anyone going through park slope.  The CO commented briefly on the suspicious packages delivered across the country.  None were delivered in our precinct.  You can check the NYPD news site for updates at NYPDnews.com.
     It is domestic violence awareness month. On Monday October 29th  from 5-8pm there will be a domestic violence outreach event done in conjunction with Safe Horizon and CAMBA. It will be held at Flatbush Junction at Flatbush and Ocean Ave.
     Our NCO Build the Block Meeting for Sector A(dam) will be held on November 14th at 6325 Ocean Avenue at 7pm.  The next Sector C(Charlie) meeting will be on October 29th at the Pakistani American Youth Society, 1001 Newkirk Avenue at 7pm.  



3.  Commander Palumbo goes over the crime stats.
        He began by acknowledging a “serious and significant” increase in auto theft.  In particular, Air Bags are the target. The area of interest is very specific.  It goes from Caton Ave to Beverly and from Argyle to Westminster Road.  The crimes are almost all on 2017/2018 Honda Accords.  The criminal smashes the driver side window and takes the airbag. 
        On the Southern side of the precinct, late model Hondas are also the target, but tires and rims are the objective.  We have had 20 incidents in Brooklyn South. The 63rd precinct and the 62 and 68th have been hit harder than the 70th.  Usually this happens between 2 and 5 AM in the morning.   You may get a door knock by NYPD to ask if you have a camera that works at night.  There are 175 Honda Accords in the 70th precinct right now.  
       Motorcycles are also getting stolen right now.  Many motorcycles are not insured.  They are going missing between midnight and 8am if left out on the street for long periods of time.  This happens in the colder months.  
       The CO’s last ongoing issue is phishing.  This is the process in which a criminal takes a wire with adhesive on it and lowers it into a mailbox hoping to grab checks.  Unfortunately, it works.  They are working with the postal inspector at replacing the old fashioned mailboxes with newer ones harder to get into.  The phishers take a check you might have written to pay your rent, and take it to a bank and cash it.  Unfortunately, the banks are cashing these checks.  This month in the 70th, 10 checks were cashed.
   We had a single homicide in the 70th this month.  It was on Nostrand Ave.  It appears to have been a dispute the turned ugly. There is video surveillance of a single shot being fired.   They have not made an arrest and would appreciate a call to crime stoppers with any information.
         4. Commander takes questions
    The small group had only a couple of questions.  The first was whether if (as had been mentioned by the Rabbi and Ed) the CO gets promoted to Inspector, he would leave.  He explained that the two do not go hand in hand.  So hopefully he will stick around.  Commander Palumbo has been with us almost 3 years.  
    A citizen complained about the Sanitation Service waking his neighborhood at 3am.  The CO shared that he has the same problem.  This is not something the NYPD has juristiction over. 

 5.  Ernest Skinner representing Councilmember Williams
     He began by thanking the people for supporting him in Williams unsuccessful run for Lt. Governor.   He next stressed the Councilmembers biggest message of the day was about how low the voter turnout was in New York City.  Mr. Skinner had looked up the voting turnout for his own neighborhood.  It was a shockingly low 22.5%     This contrasted even the citywide low turnout of 23% registered voters turning out.  These are compared to a 59% citywide turnout for a presidential election.    He reminded us that elected officials pay attention to who votes and to encourage your neighbors to vote.
     Mr. Skinner also brought up an important note about the upcoming ballot on November 6th.  Three new propositions are being voted on.  But there has been little discussion of them in public.  Unfortunately, they all appear on the back page of the ballot.  So you must know to flip the ballot over or you will miss them.  Some might say, this is not a mistake.  People who want these subjects discussed have created a website called flipyourballot.nyc.  There you will find information about all three of the new propositions.  
     One has to do with campaign finance, one has to do with term limits on the Community Board, and the third has to do with a new Civic Engagement Commission being proposed. Go to the website to read about them in more detail.  
      Mr. Skinner was clear that he felt the city has done a “poor” job of letting the community know about these propositions.  As always, if you have questions for him, you can write him at ESkinner@councilnyc.gov.  


  6.  Local hero  
       Ed Powell and Secretary Nathan Thompson explained that fellow PCC member Benjamin Sheaffer was being acknowledged for having emptied a subway train full of passengers in a timely manner when an unstable person was pouring gasoline in the subway cars.  Benjamin was featured on NBC and the print news covered it as well.


  7.  Josephar Elector on Behalf of Assemblymember Diana Richardson. 
   Josephar just wanted to alert us to the Assemblymember’s months Civic Minded meetings. The Civic Minded meetings are held every 4th Saturday of the month.  The next one, this coming Saturday the 27th, is at 400 Empire Blvd (middle school) 7pm.

1 Assemblymember Bobby Carrol speaks
     Bobby updated us on his rain barrel giveaway and budget battles. He was the only public servant who made it to the meeting despite the heavy rain.  He specifically highlighted a meeting with MTA that he helped bring about.     


2. Commander Palumbo presents Cop of the Month.
     The CO began with the good news that in the big picture Index crime was down 24% on average in the 70th precinct.  This constitutes the biggest drop in crime in 3 years for the 70th.  There is a new effort to convert all mailboxes to letter size only insert spaces.  Packages can no longer go into mailboxes.  This is to address the issue of “phishing” in which a criminal takes wire with some adhesive and lowers it into the mailbox to take mail out.  There is a slight increase in gang related activity near Erasmus high school.  There are have been teens calling bomb threats into schools.  They have actually had to arrest a teenager for it. 



3.  Commander Palumbo takes questions.
        Activist and Rep for Assemblymember Diana Richardson Duane Joseph asked a question about petty larceny.  He expressed concern about a rise in crime around the kiosks at Parkside.  The CO acknowledged arrests for package theft in the area.  But also pointed out the petty larceny in the 70th is down 20% (for the 20 day period - thats 7% for year).  
       

 4. Minister Williams speaks.
    The Minister updated us on his God Squad activity.  He explained how they were out in force for Juvet.  And was happy to report only one shooting that weekend which had nothing to do with the Parade or related events.   The God Squad is also part of the 70th Precinct Interfaith Council.   He announced the next God Squad meeting with Pakistani Youth Organization on the 27th.  He had just come from his “State of the Block” Meeting and reported that the turnout, despite the rain, was great. 

 5.  The CO and Secretary speak on National Night Out.
     The CO thanked Ed Powell for his 30 years as head of the PCC and particularly for his work on National Night Out.  Secretary Thompson also added a special thanks to 70th PCC Explorers who stuck it out in the rain.  The photos tell the story.
   
  6.  Alan Pierre on behalf of Rodynese Bichotte. 
        Mr. Pierre came to introduce himself as the new Rep for Assemblymember Bichotte.

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above).  Ed also acknowledged the our hosts at Touro college, Josh Zuckleberg and Dean Goldshmidt for going over and above to accommodate us for the second time this year.


1 Expanding the meeting forums.
     Ed explained that the meetings are moving around from neighborhood to neighborhood each month in an attempt to increase participation.    


2. Robert Agemyemane from Rodynese Bichotte
     Robert explained the Assemblymember Bichotte was in Albany working on the budget.  Specifically he cited the Vital Brooklyn Initiative, A healthcare initiative to add more healthcare to the central Brooklyn Community.  She is working on $1.2million for the PS 152 and 315 playground renovations.  $300,000 for the Madison Square Boys and Girls Club (which is really the Thomas S Murphy Clubhouse on Bedford Avenue).  She is also focused on securing the funding for a YMCA extension.  She is also looking for locations for the Ambulatory Health Clinics within the district.  The Assemblymember is also hosting the Women In Finance Seminar.  Two seminars on financial independence and tax education.
    Finally he explained that May 7th is Haitian Unity Day in Albany.  They are busing out two groups to celebrate.  Call her office for more info 718 940-0428



3.  Mary Kay Seery on behalf of Assemblymember Robert Carrol.
        Mary Kay reiterated the objectives Robert had clarified and added that Assemblymember Carrol was again giving out free rain barrels.  Touch base with their office to get one.  


 4. Commander Palumbo presents Cop of the Month.
    He began by acknowledging Touro colleges openness to hold not only the precinct meetings but also the Sector meetings.  
    He assured us that this young looking Officer was old enough to buy beer.  But his young appearance had not kept him for doing an outstanding job this month.  Officer Delvechia was returning from transporting a prisoner and was alone in his patrol car. He  noted the excess tint on the windows of a Mercedes.  He realized this vehicle may have been involved in a recent shooting, and conducted a car stop.  The defendant was taken in for a small amount of marijuana, but a thorough search revealed a loaded stolen gun.  The driver was confirmed as a member of the G Stone Crip gang with 4 prior convictions.   Councilmember Duetsch's office, Assemblymembers Bichotte and Carrols office all also presented awards to the Officer.

 5.  Commander Palumbo goes over the crime stats.
     Over crime (following the indexed crime stats) is down for the 28 day period in the 70th pct by 8.5%.    And it is down 11.6%  for the year.  But there are a few categories where we are up. There is a small increase of burglaries in the Northern end of the precinct.  This pattern, they believe was driven by one particular consistent actor who was arrested the day before the meeting. He is suspected of up to 7 burglaries.   There is also an increase near Brooklyn College of "social media" robberies.  Robberies in which victims, particularly young ones, read about buying something online, usually on Facebook.  The most common ad involves advertising to men in their 20s buying fancy sneakers or laptops.  This pattern crosses over into the 71st precinct.   No arrests have been made, but they have 3 people of interest and expect arrests soon.  There has also been an increase of "lush worker" crime on the Q train.  This is an NYPD description that describes thefts from people who have fallen asleep on the train.  This month we had three which is a high number for this sort of thing here.  The crime happened on the subway so it did not necessarily happen in PPS but rather was discovered around Church/Beverly stops.  So while the "crime" may not have occurred exactly here,  that is where the crime gets reported.   
    There was a short string of broken window car break-ins.  Two cars lost credit cards that were used.  This led to an arrest.  This person is in custody.
     The CO noted the increase in cars with no license plates or out of state plates that don't match the car to which they are attached. They are using our streets as parking lots.  Inspired by complaints from neighbors and one elected official, this month the 70th identified and towed over 50 vehicles. 
     He explained that this is the season of parades starting in May through the summer. We should expect related traffic delays.
Finally the CO reminded us that  phone calls pretending to be from the IRS ask you to pay off tax obligations on the spot.
   
  6.  Sgt Carlton Conheim from the Parks Dept. 
        The Sgt explained that if we have any parks enforcement issues, 718 437- 1350.
For maintenance and operation issues, call 718 965 8900. These calls go to the Litchfeild Villa in Prospect Park.  But they handle all parks in issues in the Borough.

The regular monthly meeting of the 70th Precinct Community Council was called to order.  PCC Vice President Mary McRea greeted all and invited everyone to join her in the recitation of the Pledge of Allegiance.  

She then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above). 


1 Shawn Campbell speaks.
     Shawn spoke about her predecessor at CB14 recent passing.  Terri Rhodi "is responsible for many of the great relationships built with the Community Board today."
she explained.  Shawn then went on to highlight the upcoming Youth Conference which last year featured 80 organizations and serviced 600 students.    


2. NCO Sgt Andre Blain says goodbye
     Commander Palumbo introduced and gave and award to Andre Blain the Sgt in charge of the NCOs.  Sgt Blain gave a powerful speech going over his history beginning with his childhood escape from Haiti under "papa doc" Duvalier, to America.  



3.  Commander Palumbo goes over the numbers.
        Up in burglaries throughout entire precinct.  There was a triple shooting at the start of the year at 6:30 am.  It was gang related and not random.  For 2017 in total we were down 10.5%  in index crimes for the year.  Shooting reduction is 68% over the last 2 years.  In other news, February is "teen dating violence" month. There will be outreach specifically towards teens at high schools to talk about this issue.  He touched on the fliers explaining the Sector Safety meetings.  He then offered to take questions.  The only question was regarding defining the "Build the Block" program.  The program is a smaller scale meeting in which the NCO officers in a particular Sector meet with neighbors in that particular sector.  


 4. Taryn Obrien from the DAs office spoke .
    She clarified that the DA's office will not inquire about your immigration status when you report a crime.

 5.  Possibly the shortest meeting in PCC history was adjourned in 20 minutes.

He then acknowledged the various representatives of public officials and other distinguished guests present at the meeting (see above). 


1 President Anderson of Brooklyn College presents.
     The President came to acknowledge the strong relationship between Brooklyn College and the 70th Precinct.  There had been a misinformed article in the paper about Police Officers not be welcome on Brooklyn College Campus.  President Anderson put that to bed with a clear and very supportive speech about the importance of the role of the NYPD to Brooklyn College.  


2. Commanding Officer presents
     In the interest of time, Ed Powell got right to introducing the CO.  The CO explained it was "another year in crime down in the 70th".  Shooting incidents are down 50%.
Robberies and burglaries are also down for the year.  The CO then introduced some new team members.  Lt Derrick Epstein will be serving as "special projects coordinator."  He will be supervising Youth services and helping with the NCOs.  But we also met Sg John Velez, the new NCO Sgt (supervisor).    The CO then offered to take questions.  There were none.  But the CO took a moment to clarify that he too considered Brooklyn College key to the 70th.  He cited officers who continue their education at BC.



3.  Assemblymember Rodynese Bichotte presents
        Thanked Inspector Palumbo for his leadership and complimented him on his community oriented approach.  She also welcomed the new President Anderson to the community.  She announced the new officer is open at 1312 Flatbush and invited people to drop by.  The Assemblymember also invited all to her State of the District presentation on January 18 from 6pm to 8pm at the Student Center at Brooklyn College.  She called out Lise Derrick as her new chief of staff.  


 4. Ed Powell introduced the Magic Show.
    And the party began.
